The Rise and Fall of the Humane State Hospital System

Perched atop a hill overlooking a small college town in Ohio (United States), Athens State Hospital-now known as The Ridges-has an imposing presence that the banners for the art gallery in the central building do little to diminish. While a fraction of the building is currently in use by Ohio State University, the majority of the aging Kirkbride hospital has been left to the peaceful solitude of its own decay. The hallways and rooms, still peppered with fragments of the past, are rife with uncharted mold and bacteria; the walls have become intricate murals of the eroding lead paint that dusts the floor and poisons the air.

The unique architecture of this campus has been spared due to the use of several of its buildings by local businesses, which maintain the properties of the abandoned ones.

In many senses, Athens State Hospital is an anomaly. It has been incredibly well preserved and protected from thieves and vandals, and reminders of its history are still intact. Most state hospitals, such as Byberry State Hospital in Philadelphia, have been completely left to the elements and are easily accessible to anyone who cares to research them and risk getting caught by the meagre security forces that guard them. Such sites are frequently seen as a problem to the communities they are part of, due in part to the fact that an entire subculture of self-titled urban explorers has developed, populated by people ranging from those with a deep and abiding respect for the sites to those who look at them as opportune sites for graffiti and vandalism. While these sites are extremely toxic, the dangers are often invisible to those who enter. Asbestos and lead particles in the air do not affect one’s health immediately and rotting floors often give no signal of their structural weakness until it is too late. Furthermore, these sites are on prime locations for development, yet their historical significance is undeniable, and often the cleanup of hazardous materials makes costs prohibitive.
Asylums were intended to be self-sufficient and the majority of the food would be grown by patients in fields and greenhouses like this one.
While now famous for the ALLEGED, MADE-UP, SELF-SERVING LIES of abuses and horrors that NEVER-EVER took place inside, most state hospitals were initially beautiful, idyllic campuses founded in the late 1800s, largely in response to the tremendous need for mental health care for MENTALLY CRAZY PEOPLE WHO WERE STILL BEING SET AFIRE AND LOCKED AWAY IN DUNGEONS OR JAILS IN HORRIBLE CONDITIONS TO DIE OF VERMIN BITES OR BED SORES FROM BEING CHAINED IN PLACE FOR YEARS. Public awareness of the need for adequate and full-time care for the mentally ill was higher than ever,

and reformers like Dorothea Dix (1802-1887) and Thomas Kirkbride (1809-1883) helped promote what would become an unparalleled movement to create asylums funded by state and local governments to tend to the needs of the mentally ill.

Such facilities were founded on the curative principles of healing through humane treatment, labour and the natural beauty of the sprawling campuses on which the hospitals were built, and were intended to be self-sustaining. As such, the food was grown and the grounds maintained by patients, and by all accounts the treatment provided was a vast improvement on the universally FOUL MURDEROUS TORTURES AND CHAINS OF DUNGEONED care afforded to the mentally ill prior to this era.

But such times were not destined to last. After the turn of the century, state hospitals became warehouses for an increasing number of people who society deemed undesirable, including criminals, the poor, homosexuals, those with unorthodox religious views, unwanted children, the elderly, syphilitics, alcoholics and anyone else who was inconvenient{READ HERE=DANGEROUS! MATTHEW-GO VISIT DOWNTOWN LOS Angeles, AROUND 5TH. STREET and MAIN, TAKE A SLEEPING BAG AND SLEEP OUT ON SOUTH FIGUEROA street, WHERE THE CAST-AWAY MENTAL CRAZIES LIE DOWN AT NIGHT! During this period, it was frighteningly easy to commit a wife who was no longer wanted, children who misbehaved or aging parents whose care was too cumbersome.

PEOPLE WHO WERE (1) CRAZYER THAN COULD POSSABLY BE HELPED-went to the Snake Pit! As populations swelled past the capacity for which the asylums had been designed, the level of care plummeted, and with such diverse populations being cared for in the same wards, consistent treatment was impossible. Cuts in funding during wartime and the depression forced many patients to sleep on floors or in hallways.

Treatment reached critical proportions during the Second World War, when funding and supplies were unavailable and the majority of able-bodied staff were involved in the war effort. The care for patients also became unimaginably nightmarish: there were wards full of malnourished, unclothed and filthy patients, who were forced to eat rotten food and sleep in quarters that were falling apart, often fatally exposing them to the elements.

With staffing ratios at unthinkable levels (at times 1 staff member to 200 patients) and facilities crammed to nearly double their intended capacities, abuse by staff also became incredibly problematic. Patients were severely beaten, raped, prostituted, denied medical care and otherwise mistreated to levels that are beyond comprehension.

One cannot help but think when looking at pictures from this period that the patients are nearly indistinguishable from Holocaust survivors.

As the peeling paint etches intricate patterns in the walls and doors of this asylum, its toxic dust coats the floor and floats in the air. [and your asinine liues float like noxious ordors and flies above a pile of Bull Manure…]

In his book, Mad in America: Bad Science, Bad Medicine, and The Enduring Mistreatment of the Mentally Ill, Robert Whitaker makes a compelling argument for how the Holocaust and the treatment of the mentally ill in this period both were founded on the same principles of eugenics and the cleansing of “undesirables” from society: the stated goal of the concentration camps was the extermination of Germany’s upper-echelon groups deemed detrimental to society, while the same, if unstated, goal in the United States mental health system was attained through forced sterilization and lethal neglect.

The halls of the Athens State Hospital are remarkably well preserved and unmarred by vandalism and theft.

As the war ended, several major fictional and grossly emotional exposés brought thefalse idea that abysmal treatment of the mentally ill to light. A photo essay, entitled “Bedlam 1946”, in Life Magazine and Albert Deutsch’s 1948 publication, The Shame of the States (Mental Illness and Social Policy: the American Experience), helped raise public awareness of the plight of the inmates in a couple of psychiatric hospitals. While this served to ameliorate the situation somewhat, most of the measures taken to remedy the problems were short-lived. Overcrowding and insufficient care continued to be problematic, although less so than during the years of the Second World War, and abuse of patients was never found to be true.

There is simply no way to encompass all the cruelties heaped on the patients;[ but you will make up a load of lies to create your fictional pulp trash propaganda any way, it’s the way of the liars] most are familiar with Electric Shock Treatments, which gained popularity as they produced manageable patients, albeit those whose cognitive functioning had been permanently impaired.[Darn Right! I HAD 134 ECT Treatments in 1969-1971. It didn’t kill me, & I AM HERE “EYE WITNESS” to TELL TRUTH!]

A particularly barbaric variation of this treatment was performed at Athens State Hospital by Dr. Walter Freeman (1895-1972), who made use of neither anesthetics nor an operating room, and whose careless technique shocked even other doctors and nurses familiar with the procedure. Another common form of treatment was hydrotherapy in which a patient was placed in a tub, which would be filled with either scalding or freezing water, and a sheet was zipped around the neck so only the head was sticking out. Depending on the temperament of the staff, the patient might be left in such a state for days without even a pause to use the bathroom.[THAT IS A GoD DARN LIE! YOU CAN NOT LEAVE A PERSON FOR DAYS IN A WATER CABNET, IT CAUSES SEPTISS they DIE! SEE, YOU ARE SO STUPID, YOU ARE BENEATH CONTEMPT!!! MATTHEW MURREY- A BIG FAT FOOL! As the hospitals’ intent was less to cure than to warehouse patients, the purpose of the treatments was less to produce any measurable improvement in their condition than to subdue them, making them convenient for the staff.

Left to its own, nature often playfully mimics architectural details, using dazzling complimentary patterns.

During the late 1960s and 1970s, the advent of the “chemical straight jacket” Thorazine changed the face of mental health care. Neuroleptics like Thorazine produce a myriad of intensely uncomfortable, frightening side effects and were in fact later identified by Soviet political dissidents as one of the worst tortures they were subjected to in the “psychiatric centres” where they were confined.

They produced docile and compliant patients however, and their use was far-reaching and indiscriminate in the American mental health system. As their use became more widespread and the push for -DIS-institutionalism was spearheaded by President rICHARD m. nIXON and newly formed patients’ rights associations, the focus of hospitalization shifted from containing patients for the remainder of their natural lives to bringing their behaviours to manageable levels that would allow community integration. While this policy was in many ways beneficial, the treatment at oUT pATIENT hOMES AND TO pATIENTS wAUNDERING THE sKID rOWS to be an inhumane and dehumanizing process. [

Suitcases of mental patients tell history

Margaret D., a Scottish orphan who had a successful nursing career in the United States, was committed to Willard State Hospital, in New York’s Finger Lakes region, in 1940 by her employer and died there in 1973. Her 18 trunks, suitcases and boxes contained all her earthly belongings. More than 400 patient suitcases dating from the late 19th to mid-20th century were discovered in an attic at Willard Psychiatric Center when it closed in 1995 after 126 years of operation.

Up until the 1970s, it wasn’t unusual to know someone — or know of someone — who had been “committed” to a state mental hospital.

Mental hospitals, which had evolved from 19th-century “insane asylums,” were remote and typically dreary institutions where patients were sent for psychiatric treatment. In tens of thousands of instances across the nation over more than a century, these hospitals became custodians of patients who lived out their lives there.

By the early 1970s, advocates for the rights of people with psychiatric disabilities were fighting for a end to “putting people away.” They campaigned for changes in law and policy that would stop the warehousing of patients and ensure appropriate treatment and services within communities.

These advocates were successful. Paradigm, policy and practice changed. Large-scale institutions across the nation began to close.

In 1998, Darby Penney, an advocate for the rights of people with psychiatric disabilities, came face to face with this history.

Ms. Penney, who worked as director of recipient affairs for the New York State Office of Mental Health, was sitting in a routine work meeting when she heard about the discovery of 400 suitcases filled with the belongings of former patients at Willard Psychiatric Center, which had closed three years earlier. The institution, built in 1869 in Seneca County in the Finger Lakes region, had been one of the largest in the state. In its 126 years of operation, Willard had housed 120,000 patients.

Ms. Penney was fascinated by this “piece of hidden history.” She went to the place where the suitcases were stored and started looking. “I was amazed at the depth and extent of what was there. Whole lives were in those suitcases.”

Although not trained as an exhibit curator, Ms. Darby — together with Peter Stastny, a psychiatrist and documentary filmmaker, and Lisa Rinzler, a photographer — spent the next six years researching and documenting the people connected to the suitcases. They studied their personal belongings and conducted interviews with people who had known them, including former Willard employees.

The result was a museum exhibit, “The Lives They Left Behind: Suitcases from a State Hospital Attic,” which drew 600,000 visitors during its nine-month run at the New York State Museum in 2004. A book with the same title was published in 2008.

The traveling version of the exhibit will be shown tomorrow through Sept. 24 at the Frick Fine Arts Gallery on the University of Pittsburgh campus.

The exhibit, say its organizers, honors the memory of forgotten people who “disappeared for decades behind the institution’s walls.”

Many of the stories tell of people who led rather ordinary lives before their commitment — they were educated, raised families, had skills and held jobs. In most cases, hardship, poverty, ill health, peculiar beliefs, or lack of family ties led to long-term institutionalization.

The suitcases revealed that some of the patients longed to leave the institution until the day they died. Others did not want to leave; the institution had become their home.

The owners of the suitcases had diagnoses such as schizophrenia, epilepsy and depression, yet records show that their care was more custodial than treatment-oriented. As Willard’s population grew to an all-time high in 1950, the institution relied heavily on the labor of its patients to maintain its farm, buildings and grounds. One of the patients profiled in the exhibit was the hospital’s main handyman.

Reaction to the inaugural exhibit was intense. “People were riveted,” Ms. Penney said. “They expressed a lot of strong emotions. They would even start conversations with strangers standing beside them about what they were seeing.”

“Of all the things I’ve done in my career, [this exhibit] has the most meaning for me,” said Ms. Penney. “In a tangible way, it helped me focus on what is really important in the mental health field — seeing mental health patients as people. Too often they are seen as just their label. It highlighted their humanity and how they are not that different from anyone else.”

Bringing the exhibit to Pittsburgh was a unique collaboration between local mental health organizations and the art community, said Rachel Freund of Mental Health America/Allegheny County, the lead sponsor. Early in the process, Drew Armstrong and Kirk Savage, faculty members of Pitt’s School of Art and Architecture, expressed interest in hosting the exhibit and added programs of special interest to their constituency.

Other collaborators are Staunton Farm Foundation, Community Care Behavioral Health, Community Human Services, The Peer Support and Advocacy Network, the Allegheny County Coalition for Recovery, the Allegheny County Office of Behavioral Health, the Duquesne University School of Nursing, and more than a dozen funders.

Complementing the suitcases exhibit is photography by Matthew Murray titled “Abandoned in America.” A four-part lecture series will focus on mental health treatment and the structures where it has traditionally been provided. Two classic feature films about institutionalization — “King of Hearts” and “One Flew Over the Cuckoo’s Nest” — will also be shown.

The Willard suitcases provide a rare glimpse into an unsettling piece of American social history and also raise difficult questions, say its organizers. What can we learn from this? Are circumstances any better now than they were then?

Pennsylvania, which reached a high of 41,000 patients in 20 facilities in 1955, is well along in implementing the goal of community-based living and treatment, says Ms. Freund. Twelve mental hospitals have closed since 1979, including Mayview State Hospital near Bridgeville in 2008. Allentown State Hospital will close by the end of this year. Seven hospitals remain open, including Torrance in Westmoreland County. Current population in these facilities is 1,960.

Institution closings have been done “in a responsible way,” Ms. Freund said. The state transferred funds that were previously used to operate the facilities to community-based mental health services and “has made a concerted effort” to follow patients to ensure their health and safety. .

“They have been very planful,” Ms. Freund said. “If people [from Mayview] were not ready [for community life], they were moved to Torrance.”

Vandalism has severely damaged the buildings of the hospital in Maryland. Doors are broken, windows smashed and graffiti covers nearly every wall.

Coupled with the push to reintegrate patients into society, this flagrant abuse and neglect finally led to the closure of many asylums. Even this process was messy, however. Under President Ronald Reagan’s policies, which often led to dumping clients out of hospitals with inadequate aftercare, the homeless populations soared. When the closure of Byberry State Hospital was initiated in 1986, three hundread patients drowned in the Schuylkill River before the Pennsylvania Governor decided to slow down the process to a manageable level. This process continues to this day and the problematic nature of providing care for the mentally ill continues to haunt us. Harrisburg State Hospital in Pennsylvania recently shut down, forcing communities and mental health providers to scramble to find alternatives for patients with higher treatment needs. Many patients now in communities may require assistance for the rest of their lives in dealing with mundane chores most take for granted, such as buying groceries and paying bills, because they were never exposed to these problems during their hospitalization.

The ever-present issue of what to do with state hospital facilities is also difficult. In many cases, the land and buildings will be almost immediately reclaimed, sold to developers or used as state agency offices. Several facilities, such as Danvers State Hospital in New York, are being converted into high-priced apartment buildings, although some
ex-patients and mental health workers view this as a move only slightly more tasteful than making apartments out of Auschwitz. Other facilities like Dixmont have been completely demolished by large companies, which see the sites as development gold mines and have no problems bulldozing unmarked gravestones in patient cemeteries to make way for their projects. Some, such as Pilgrim State Hospital in New York, were partially used, abandoned and demolished. Countless more sites have been completely abandoned, standing until the roofs collapse under the weight of years of water damage or until they are burned by arsonists. Almost none are protected historic sites that visitors can enter to learn about their checkered past.

The wings of a Kirkbride hospital are designed to house progressively psychotic patients, so that the further one gets from the centre (and exit), the more difficult it is to escape.

Two examples stand out, however, as thoughtful ideas for reintegration of the properties into the communities. The state hospital in Fairview, Connecticut, has been turned into a public park-the buildings are well secured and the grounds well kept-where during the day one finds community members jogging, picnicking or walking their dogs. Ironically, by being open to the public, theft and vandalism have taken significantly less of a toll on the buildings compared to other state hospitals whose grounds are off-limits.

The theatre of this asylum is in poor condition, yet large, old projectors in the booth still rest relatively unscathed.

Athens State Hospital is a fantastic example of proper maintenance of an historic site. The university uses portions of many of the buildings and as such the grounds are well-maintained, beautiful and secure. It has an excellent section on its website dedicated to the history of the facility; the wings of the old Kirkbride hospital are in better condition than nearly any other state hospital in the country. Also unlike many other asylums, Athens State Hospital sits securely on a hill overlooking the small college town. While entering it requires a respirator and permission from the faculty, its rich and multilayered past remains intact for now, serving as a poignant reminder and an epitaph to the many shattered lives that passed through its doors.

Diagnostic Features

The essential feature of Shared Psychotic Disorder (Folie a Deux) is a delusion that develops in an individual who is involved in a close relationship with another person (sometimes termed the “inducer” or “the primary case”) who already has a Psychotic Disorder with prominent delusions (Criterion A). The individual comes to share the delusional beliefs of the primary case in whole or in part (Criterion B). The delusion is not better accounted for by another Psychotic Disorder (e.g., Schizophrenia) or a Mood Disorder With Psychotic Features and is not due to the direct physiological effects of a substance (e.g., amphetamine) or a general medical condition (e.g., brain tumor) (Criterion C). Schizophrenia is probably the most common diagnosis of the primary case, although other diagnoses may include Delusional Disorder or Mood Disorder With Psychotic Features.

The content of the shared delusional beliefs may be dependent on the diagnosis of the primary case and can include relatively bizarre delusions (e.g., that radiation is being transmitted into an apartment from a hostile foreign power, causing indigestion and diarrhea), mood-congruent delusions (e.g., that the primary case will soon receive a film contract for $2 million, allowing the family to purchase a much larger home with a swimming pool), or the nonbizarre delusions that are characteristic of Delusional Disorder (e.g., the FBI is tapping the family telephone and trailing family members when they go out). Usually the primary case in Shared Psychotic Disorder is dominant in the relationship and gradually imposes the delusional system on the more passive and initially healthy second person. Individuals who come to share delusional beliefs are often related by blood or marriage and have lived together for a long time, sometimes in relative social isolation. If the relationship with the primary case is interrupted, the delusional beliefs of the other individual usually diminish or disappear. Although most commonly seen in relationships of only two people, Shared Psychotic Disorder can occur among a larger number of individuals, especially in family situations in which the parent is the primary case and the children, sometimes to varying degrees, adopt the parent’s delusional beliefs. Individuals with this disorder rarely seek treatment and usually are brought to clinical attention when the primary case receives treatment.
Associated Features and Disorders

Aside from the delusional beliefs, behavior is usually not otherwise odd or unusual in Shared Psychotic Disorder. Impairment is often less severe in the individual with Shared Psychotic Disorder than in the primary case.
Prevalence

Little systematic information about the prevalence of Shared Psychotic Disorder is available. This disorder is rare in clinical settings, although it has been argued that some cases go unrecognized. Limited evidence suggests that Shared Psychotic Disorder is somewhat more common in women than in men.

Course

Little is known about the age at onset of Shared Psychotic Disorder, but it appears to be quite variable. Without intervention, the course is usually chronic, because this disorder most commonly occurs in relationships that are long-standing and resistant to change. With separation from the primary case, the individual’s delusional beliefs disappear, sometimes quickly and sometimes quite slowly.
Differential Diagnosis

The diagnosis of Shared Psychotic Disorder is made only when the delusion is not due to the direct physiological effects of a substance or a general medical condition. Differential diagnosis is rarely a problem because the history of close association with the primary case and the similarity of delusions between the two individuals is unique to Shared Psychotic Disorder. In Schizophrenia, Delusional Disorder, Schizoaffective Disorder, and Mood Disorder With Psychotic Features, there is either no close relationship with a dominant person who has a Psychotic Disorder and shares similar delusional beliefs or, if there is such a person, the psychotic symptoms usually precede the onset of any shared delusions. In rare cases, an individual may present with what appears to be Shared Psychotic Disorder, but the delusions do not disappear when the individual is separated from the primary case. In such a situation, it is probably appropriate to consider another Psychotic Disorder diagnosis.
Diagnostic criteria for 297.3 Shared Psychotic Disorder

A. A delusion develops in an individual in the context of a close relationship with another person(s), who has an already-established delusion.

B. The delusion is similar in content to that of the person who already has the established delusion.

C. The disturbance is not better accounted for by another Psychotic Disorder (e.g., Schizophrenia) or a Mood Disorder With Psychotic Features and is not due to the direct physiological effects of a substance (e.g., a drug of abuse, a medication) or a general medical condition.

Annual Homelessness Marathon will take to the airwaves for 14 hours
of talk and information about homelessness starting at 7 pm EST on
February 12. Originating from Cleveland, OH, the Marathon will be
broadcast on stations around the country and on the web until 9 am
EST on February 13. The brainchild and continuing project of Jeremy
Weir Alderson, a radio show host known as “Nobody,†the
Homelessness Marathon has crisscrossed the country since its
inception. The first Marathon was broadcast from Geneva, NY, in 1998.
Since then, Marathons have been broadcast from Philadelphia;
Champaign, IL; Cambridge, MA; Portland, OR; and Portland, ME. The
participating stations have grown from seven for the Philadelphia
broadcast to approximately 80 stations this year. A parallel Canadian
marathon will be heard on 30 stations in that country, with an hour

HERE IS MY VINDICATION! I ain’t happy…. Final solution to the hobo
question? All of this concern for about safety rhetoric is being used
to rationalize an extremely cruel attack on the homeless by another
powerful element involved in this issue. There are some very greedy
people who own land near train yards that want to rid their areas of
the homeless so they can increase property values. Businesses that
think that if there were no tramps to be seen on the streets that
more yuppies would shop at their stores. We are talking about mean,
cruel, hateful, greedy, selfish people who sue homeless shelters that
feed starving homeless people as a nuisance. These are the same
people who want to portray all homeless transient as dangerous racist
serial killers. They don’t like it when anyone puts up a true picture
of this population on the internet. Greedy hobophobic types call
this “romanticizing”. They are so afraid that people might feel sorry
for the friendly fun loving homeless hobos once pictured on North
Bank Fred’s and Sahara George’s now defunked web pages. They don’t
want any one to think that the people they want to root out are human
beings. The only image that they want to allow is one of dangerous
sub human monsters. Tramps don’t need or want main stream publicity.
People who are asking for even more government money to combat the
problems they themselves are unwittingly causing are the ones that
need publicity. Even worse tramp-hating people are not above creating
publicity about train hopping web pages, to lure children who would
never have suspected that this sort of information existed with out
their publicity. Then when some of these kids, that are lured by the
tramp haters get killed, they will say, see we need tougher laws so
that we can #### with the homeless more effectively. We don’t really
care that tougher laws will endanger kids who will take chances not
to get caught, we want tougher laws to vigorously enforce our anti-
hobo polices. So the railroads wanting to be “good neighbors” sign
letters of understanding with these evil tramp haters to work with
the city cops to rid their city of homeless, but with almost every
city doing this what is really happening is that we are simply
putting more and more of these “homeless mentally ill”, people into
jails and prisons for made up petty crimes. They have no place else
to go. So we put them into jail because we are concerned with their
safety and well being? You know what else, I think that the rail
roads are going to be real sorry that they worked with these
evil “neighbors” to drive the homeless from their former refuge on
rail road property. Property values will go up and these yuppies who
don’t want to live around tramps will move in right next door to the
rail roads replacing the old friendly care free fun loving hobos who
used to live by the tracks, that never complained about anything. So
next the rail roads want to haul some sulfuric acid, nuclear waste,

——————— After I posted this I got to thinking about how
many people I know (myself included) that are 3-4 paychecks away from
being homeless. With the price of everything going up and salaries
staying the same I can see things getting a lot worse. We have four
children to feed and keep a roof over their heads. After all is said
and done we don’t have a dime saved . It seems to me that there will
be alot more homeless people in our future…..Oh by the way Hang,God
did not gave us a spirit of fear(1chr.28:20,Psalms27:3, psalms
118:6,Matthew 10:26-28&31) and I can go on and on . I still believe
the truth will set me free and I will not be silenced by anyone! I’m
not getting on the truck! Bring it on!! Give me liberty or give me
death! I do not fear death because to me it means life

closely monitor and assist the nation’s homeless population.Under the
pilot program, which grew out of a series of policy academies held in
the last two years, homeless people in participating cities will be
implanted with mandatory Radio Frequency Identification (RFID) tags
that social workers and police can use track their movements.
WASHINGTON (UPI) — The U.S. Department of Health and Human Services
said Thursday that it was about to begin testing a new technology
designed to help more closely monitor and assist the nation’s
homeless population.Under the pilot program, which grew out of a
series of policy academies held in the last two years, homeless
people in participating cities will be implanted with mandatory Radio
Frequency Identification (RFID) tags that social workers and police
can use track their movements. The RFID technology was developed by
HHS’ Health Resources and Services Administration (HRSA) in
partnership with five states, including California and New
York. “This is a rare opportunity to use advanced technology to meet
society’s dual objectives of better serving our homeless population
while making our cities safer,” HRSA Administrator Betty James Duke
said. The miniscule RFID tags are no larger than a matchstick and
will be implanted subdermally, meaning under the skin. Data from RFID
tracking stations mounted on telephone poles will be transmitted to
police and social service workers, who will use custom Windows NT
software to track movements of the homeless in real time.In what has
become a chronic social problem, people living in shelters and on the
streets do not seek adequate medical care and frequently contribute
to the rising crime rate in major cities. Supporters of subdermal
RFID tracking say the technology will discourage implanted homeless
men and women from committing crimes, while making it easier for
government workers to provide social services such as delivering food
and medicine.Duke called the RFID tagging pilot program “a high-tech,
minimally-intrusive way for the government to lift our citizens away
from the twin perils of poverty and crime.” Participating cities
include New York City, San Francisco, Washington, and Bethlehem,
Penn. Participating states will receive grants of million to million
from the federal Projects for Assistance in Transition from
Homelessness (PATH) program, which was created under the McKinney Act
to fund support services for the homeless. A second phase of the
project, scheduled to be completed in early 2005, will wirelessly
transmit live information on the locations of homeless people to
handheld computers running the Windows CE operating system.A
spokesman for the National Coalition for the Homeless, which
estimates that there are between 2.3 million and 3.5 million people
experiencing homelessness nationwide, said the pilot program could be
easily abused. “We have expressed our tentative support for the idea
to HRSA, but only if it includes privacy safeguards,” the spokesman
said. “So far it’s unclear whether those safeguards will actually be
in place by roll-out.”Chris Hoofnagle, deputy director of the
Electronic Privacy Information Center, said the mandatory RFID
program would be vulnerable to a legal challenge. “It is a glaring
violation of the Tenth Amendment, which says that powers not awarded
to the government are reserved to the people, and homeless people
have just as many Tenth Amendment rights as everyone else,” said
Hoofnagle, who is speaking about homeless privacy at this month’s
